Making Sense of the Development Approvals Process
The land use planning approvals system is transforming rapidly. As Ontario moves into a new era under Bill 139, municipalities will have increased control over the policies that they implement and the decisions they administer.
What does this mean for development in the GTA? A restriction of their appeal rights? A reduced role of an appeal tribunal? Increased need for community and council consultation and project compromises?
Increased responsibility leads to enhanced accountability – to the immediate community, to the developers and to the increasing GTA population who need homes and supporting infrastructure. Councillors will exert more influence and ownership over the decision-making process but how will developers seek consensus and a social license to build within this new system?
