Inclusionary Zoning (I.Z.) as a means to expand housing affordability has been incubating in Ontario for several years and is finally making its practical debut in several municipalities, including the City of Toronto. Inspired by its broad application in many other North American jurisdictions, I.Z. is being adopted in provincial municipalities as a key public policy tool.
